    General Description: Public Works and Government Services Canada (PWGSC) on behalf of Correctional Service Canada is hereby issuing this Request for Proposal for the provision of Inmate Jeans in accordance with the Purchase Description CAG-8-9907-755/B . This Request for Proposal is for a firm quantity of 40, 000 pairs of jeans, at destination of Laval, QC. 16,000 to be delivered complete after contract award. 24, 000 to be delivered complete 12 months after contract award Quantity: Firm Quantity(ies): Item 1 – Inmate Jeans – 16 000 pairs Item 2 – Inmate Jeans – 24 000 pairs “As and when requested” Estimated Quantities: Item 3 – Inmate Jeans – Max. 16 000 pairs Items 3 may be ordered during a period of 24 months after contract award. Estimated Procurement Value: *All amounts below include Applicable Taxes* Estimated Value of Contract: $ 2,919,100.28 Total Estimated Cost: $ 3,211,010.31 Approval Value: Advance approval is sought in the amount of $3,211,010.31, which includes $ 2,919,100.28 for the contract and a contingency amount of $ 291,910.04 in case the proposal(s) exceeds the estimated procurement value. Additional funding will be obtained prior to issuance of a contract as required. Approval Level: A Procurement Risk Assessment (PRA) for a Level 2 Procurement has been completed and is on file, in GCDocs. The approval level resulting from the PRA is Supply Specialist as the Risk Level is “Low” (PART II – Canadian Content The Canadian Content policy does not apply to requirements subject to international agreements. Comprehensive Land Claims Agreements: The Comprehensive Land Claims Agreements do not apply since there are no deliveries in the land claim settlement areas (as per Supply Manual Chapter 9, Article 9.35). Accessibility Considerations: Accessibility criteria are not included in the procurement. The client has provided justification and is documented in the procurement file. Phased Bid Compliance Process (PBCP): The PBCP will not be applied to this requirement as more than four (4) bids are anticipated. Technical Review by the Clothing Advisory Group (CAG): The CAG has confirmed that all technical documents have been reviewed, and all referenced standards and test methods are accurate and valid; and that it has on hand all standards and test methods required to conduct its technical evaluation. Cost Analyst Review In accordance with the Directive on the use of Cost and Price Analysis, this procurement does not fall under any mandatory review. Contract Security In accordance with the RFP terms, a contract security may be requested (up to a maximum of 10%) after the bid closing date and within 10 calendar days from receipt of a written request from PWGSC
