Public Services and Procurement Canada (PSPC) has a requirement for professional environmental services to support an Avian Deterrence and Monitoring Program at the J.C. Van Horne Bridge, connecting Campbellton, New Brunswick and Pointe-à-la-Croix, Quebec. The bridge is located within the traditional territory of the Mi’gmaq communities of Eel River Bar, Listuguj, and Pabineau.
The objective of this requirement is to implement non-lethal measures and monitoring activities to manage double-crested cormorant activity on the bridge, in order to protect the structure, improve safety, and reduce maintenance impacts.
This requirement is being pursued through a non-competitive (sole source) procurement to support Indigenous participation and associated socio-economic benefits. The selected contractor possesses region-specific environmental knowledge and experience essential to the successful delivery of the requirement.
