    RFP SCOPE
    Farm Credit Canada (FCC) is undertaking a strategic initiative to implement a modern digital intranet front end platform that will serve as a centralized, scalable, and user-centric internal communications ecosystem. This initiative is a core enabler of FCC’s broader digital transformation journey and directly supports the organizational objective of building a connected, informed, engaged and empowered workforce.
    Currently, FCC’s intranet environment is fragmented and no longer meets the evolving needs of the organization. The legacy platform, primarily built on Classic SharePoint, presents ongoing usability, accessibility, and content governance challenges. Key issues include:
    • Outdated architecture and frequent technical issues (e.g., disappearing content, broken navigation)
    • Ineffective content management leading to duplication, inconsistency, and poor searchability
    • Limited compliance with WCAG 2.1 AA accessibility standards and Official Languages requirements
    • A suboptimal digital employee experience that impedes collaboration and engagement
    While interim content migration to a modern SharePoint environment has begun, this approach does not address broader systemic, design, or governance limitations.
    FCC currently has roughly 3000 staff that is a mix of employees and consultants that are located across Canada. There is also roughly 3,450 pages or documents in our legacy platform. FCC uses SharePoint as its current Intranet platform and content management system. Any future platform should integrate with SharePoint to allow it to continue serving as a CMS in some capacity
    FCC requires a robust, accessible, and bilingual Intranet Front End Platform that transforms how FCC communicates, connects, and collaborates internally. This solution is expected to strengthen FCC’s organizational culture, support employee engagement across all departments and regions and support Indigenous inclusion and economic reconciliation
    FCC is looking for one (1) successful Proponent that will provide a single Platform that will help FCC achieve the business needs stated below. However, FCC reserves the right to award the RFP scope of service to one or multiple Proponents to ensure the success of the Internal Communication Function. The successful proponent would also implement and migrate any data to the new Platform. 
    FCC requires that any proposed software solution be submitted only once. Software solution providers or resellers must submit their proposal in partnership with their preferred implementation partner. Solution providers may also propose reseller(s) to partner with in addition to implementation partners, so long as any proposed software solution is submitted only once. Multiple proposals for the same software solution from different implementation partners or as standalone submissions will not be accepted. Each proposal must clearly identify the implementation partner, and the solution provider is responsible for coordinating with their chosen partner to deliver a single comprehensive proposal

    RFP PROCESS CONSIDERATIONS
     
    • This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
    • FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
    • This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
