LDRR Fleet Renewal Project - Cars Digital Connectivity Solution

VIA Rail Canada Inc. is seeking proposals for a Digital Connectivity Solution as pasrt of its Long Distance, Regional and Remote Fleet Renewal Project "LDRR" and other projects associated to the LDRR fleet. The new fleet of cars shall ensure reliable onboard connectivity across the LDRR networks. The selected Supplier will be responsible for implementing a Digital Connectivity Solution, including onboard equipment and the Wayside Solution, as well as providing maintenance and operational support services throughout the contract duration. To meet project timelines, close and dynamic collaboration is expected between VIA Rail, the Digital Connectivity Supplier and the Cars Manufacturer.

The Scope of Work and Specifications documentation will be made available only to Proponents who have submitted their intent to submit a Proposal in MERX and have signed a Non-Disclosure Agreement (NDA). The NDA document is available in MERX.

Signed NDAs shall be emailed to the contact person lyne_parenteau@viarail.ca. No modifications to the NDA document will be accepted.

Please note that a French version of the "Request for Proposals" document can be provided to the Proponents upon request, excluding Appendicies "A", "D" and "E".

Mandatory Requirements

1. Canadian Radiocommunication Regulations

The Proponent shall submit a certification letter signed by the Chief Executive Officer or an authorized signing officer providing a clear statement that the Digital Connectivity Solution will comply with all applicable Canadian Radiocommunication regulations requirements

2. Fighting Against Forced Labor and Child Labor in Supply Chains Act Requirements

The Proponent shall submit a certification letter signed by the Chief Executive Officer or an authorized signing officer providing a clear statement that the Proponent and its Sub-Contractors are committed to complying with the requirements of section 15.3 of Attachment A-2 of Appendix A “VIA Rail LDRR Project Cars Digital Connectivity Solution Statement of Work – Build Phase”

3. Experience

The Proponent shall submit a certification letter signed by the Chief Executive Officer or an authorized signing officer providing a clear statement that the Proponent has a proven Digital Connectivity Solutions (Wayside and onboard Equipment) specifically designed for the rail industry

4.  Data Location

The Proponent shall store all data containing personal information "PII" in Canada

5. Cars Digital Connectivity Non-Functional Requirements     

The Proponent shall provide answers for all Cars Digital Connectivity Non-Functional Requirements listed in Attachment A-4 of Appendix A "VIA Rail LDRR Project Cars Digital Connectivity Solution Requirements Compliance Matrix”

6. Cars Digital Connectivity Functional Requirements  

The Proponent shall provide answers for all Cars Digital Connectivity Functional Requirements listed in Attachment A-4 of Appendix A "VIA Rail LDRR Project Cars Digital Connectivity Solution Requirements Compliance Matrix"

7. Cars Digital Connectivity Onboard Hardware Standards and Environmental Requirements

The Proponent shall provide answers for all Cars Digital Connectivity Onboard Hardware Standards and Environmental Requirements listed in Attachment A-4 of Appendix A "VIA Rail LDRR Project Cars Digital Connectivity Solution Requirements Compliance Matrix "

8. Cars Digital Connectivity Support and Service Level Agreement Requirements

The Proponent shall provide answers for all Cars Digital Connectivity Support and SLAs Requirements listed in Attachment A-4 of Appendix A "VIA Rail LDRR Project   Cars Digital Connectivity Solution Requirements Compliance Matrix"

9. Vendor Assessment

Proponent shall provide answers for all questions of all tabs of the document "VIA Vendor Assessment Grid v2.00"
