    Description
    Following a condition assessment performed in 2022 by engineering firm SNC-Lavalin, fire alarm systems were surveyed against requirements of applicable codes and installation standards at the Montreal Maintenance Center (MMC). To ensure compliance to codes, reliability and serviceability of systems, VIA Rail would like to proceed with the replacement of the fire alarm system at the MMC according to SNC’s recommendations. The three buildings onsite included within this replacement are the Main Building, the Wheel Shop and the Fuel Plant.

    In order to submit a Tender, the Tenderer must comply with the following mandatory criteria:
    1. Tenderer must have attended the Mandatory Site Visit
    2. Tenderer has the following minimal insurance coverage:
      1. All Risks insurance policy
      2. Commercial General Liability Insurance of $5,000,000
      3. Standard Owners Form Automobile Liability Insurance of $2,000,000
      4. Professional Liability Insurance of $1,000,000
    3. Bid bond issued in favour of VIA dated and signed by an authorized representative of the Surety. Provide a letter signed by an authorized representative of a recognized financial institution, stating that if the Tenderer is awarded the Contract, they will issue the required Performance and Labour & Material Bonds in favour of VIA dated and signed by an authorized representative of the Surety following contract award.
      1. Bid Bond (10%)
      2. Performance Bond (50%) and Material/Labour Bond (50%)
    4. The work must be substantially completed no later than 52 weeks following Contract signature.
    5. Experience 
      1. General Contractor must have a minimum of 10 years’ experience
      2. Subcontractors must have a minimum of 5 years’ experience in their related expertise of work
    6. Tenderer confirms their Tender complies with all requirements, specifications and commits to respect them during the entire project duration
    7. Tenderer commits to respecting VIA’s Contractor Safety Guidelines
