    Description
    Farm Credit Canada (FCC) is committed to building a future-ready workforce through the transformation of its learning ecosystem. The learning ecosystem is an integrated, learner-centric environment designed to support employees in developing proficiency through a combination of mandatory training, role-specific learning, and personal development opportunities. By leveraging technology, the ecosystem delivers personalized and adaptive learning plans that assess individual progress and tailor experiences to each learner’s needs. This approach ensures that every employee receives the right mix of learning to excel in their role, grow professionally, and contribute to FCC’s strategic objectives.

    Currently, FCC’s learning environment is fragmented, with limited visibility into workforce skills, disconnected development pathways, and underutilised technology platforms. Employees and leaders lack a unified view of the skills required to deliver on FCC’s strategy, and learning is not consistently recognised, assessed, or rewarded across the organisation.

    FCC’s desired future state is a learner-centric, adaptive ecosystem that leverages technology to personalize development for every employee. The vision is to evaluate each employee’s current knowledge and skill level, to create a tailored learning plan that accelerates their growth and performance, while meeting business needs. This approach will move FCC away from a “one-size-fits-all” model, enabling targeted development and supporting strategic workforce planning.

    The initiative builds on prior research and pilots, aligning with FCC’s strategic and operational goals.

    Required services include platform setup, technical integration, content migration, administrator training, change management, and project management to ensure successful launch and long-term adoption.

    This RFP supports the procurement and implementation of an adaptive, learner-centric technology platform that will:
    • Empower Employees: Deliver personalized, adaptive learning experiences that accelerate skill development, foster engagement, and enable career growth for every FCC employee.
    • Strategic Alignment: Directly support FCC’s business objectives by embedding learning as a core driver of organizational agility, performance, and workforce planning.
    • Technology Integration:  Deploy an AI‑enabled, SaaS‑based adaptive learning platform fully integrated with Workday providing seamless, automated, and secure integration with Workday to ensure that all relevant learning data is consistently reflected in the Workday talent ecosystem. Upon completion of any learning activity, the system must write back the learner’s updated skills, learning progress, and course completion details—including validated skill achievements, proficiency updates, and learning transcripts—directly into the Workday Learning and the employee’s Workday profile. This integration must support automatic synchronization to maintain data accuracy for performance management, talent development, and workforce planning activities and help create personalized learning paths and suggest learning recommendations.
    The solution must leverage user authentication (SSO) from Active Directory and integrate directly with FCC’s HR System (Workday) to provide an automated, consistent experience for learners and administrators.
    • Inclusive and Accessible Experience: Ensure equitable access to learning through bilingual (English/French) interfaces and adherence to WCAG 2.2 accessibility standards, supporting all employees.
    • Measurable Impact: Deliver measurable improvements in employee proficiency, engagement, and career development, tracked through real-time dashboards and automated insights.
    • Internal Capability Building: Build FCC’s internal capability for adaptive curriculum design, skills-based learning, platform management, and ongoing support, ensuring sustainable transformation and continuous improvement.
    • Compliance and Security: Uphold the highest standards of data security, privacy, and regulatory compliance throughout the implementation and operation of the platform.

    This initiative aims to promote a culture of continuous learning, inclusion, and operational excellence, ensuring that all employees benefit from personalized and adaptive learning experiences. This will enable individuals to excel in their roles, support career development, and advance FCC’s strategic objectives.
