AFSC will be updating its current financial system and processes. AFSC's financial management infrastructure currently operates on an on-premises model, specifically tailored version of SAP (Version ECC 6.0), based on a traditional SSQL/Oracle database framework. This version of SAP is nearing its operational end, with discontinuation of support anticipated by 2027. After 2027, customer-specific maintenance will be available until 2030, beyond which no SAP support will be extended.
This system and process update will be completed in three phases:
Phase 1 - Financial System & Process Evaluation: perform an in-depth evaluation of financial processes and technological tools currently employed within AFSC’s finance function. Use this evaluation to establish the financial system requirements. Compare two suitable ERP alternatives (Tier 1 or Tier 2) to SAP S/4HANA Cloud, as the core financial system, providing advantages and disadvantages of each against AFSC’s business requirements and objectives. Provide a financial system recommendation that includes a high-level implementation schedule, internal project resourcing requirements, and process modernization needs to successfully implement the recommended platform.
As part of the review and updates, AFSC is looking to avoid customization as much as possible and leverage an off-the-shelf solution for suitable alternatives.
Future phases outside the scope of this engagement.
Phase 2 - RFP for Financial System Vendor: if management determines that financial systems other than SAP should be evaluated, this step is required.
Phase 3 - Implementation of financial system, training, and process changes.
AFSC is currently seeking a qualified, experienced, competent third-party consultant as a strategic partner for the first phase. We will be looking for a Vendor with a track record of dealing with complex business process and technical evaluations.
Being selected for the first phase does not guarantee or exclude participants from being selected to support future phases. For example, the successful vendor may be engaged for one phase, two phases, or all three phases, at AFSC’s discretion.
AFSC’s objective is to conduct a fair RFP process to evaluate the proponents’ ability to perform the required services and deliver the outcomes described in this RFP.
Mandatory Requirement:
Vendors shall demonstrate experience in the financial and insurance industries.
Desirable Provision:
Canadian and Public Sector experience is desirable.
Duration
The term of this engagement is intended to be no more than 5 - 6 months, requiring completion no later than March 31, 2025.
There may be an opportunity to contract with the successful Vendor for future phases, and the contract may allow for multiple year extensions, and/or expansion into related areas of AFSC.
