Project stakeholders include Alberta Forestry and Parks – Capital Project Management & Delivery (PMD) Team, Alberta Forestry and Parks – Maintenance and Operations Team (Kananaskis Region), Prime Contractor(s), Prime Consultant / Sub-consultant Team and the Third Party Commissioning Consultant. Alberta Forestry and Parks defines commissioning as a six step process:
Step 1: Detailed Design Reviews in Support of Planning for Commissioning
Step 2: Prepare Commissioning and Training Documents
Step 3: Witness and Document Start-Up Activities During Construction
Step 4: Commissioning Following Construction Completion
Step 5: Systems Training for the Operations Team (and Facility Handover)
Step 6: Review of Post-Construction Commissioning Documentation
For a clear delineation of commissioning roles and responsibilities for each of the six steps, please refer to the Appendix 3 – Alberta Parks Roles and Responsibilities for Commissioning.
A summary of tasks includes:
.1 Background information review and site reconnaissance.
.2 Quality assurance and quality control (QAQC) reviews for draft tender packages as they relate to electrical, mechanical and landscape irrigation systems.
.3 Development of Basic Master Specifications for each tender – this is limited to Sections specifically related to commissioning and facility handover.
.4 Customization of standard templates for use by Alberta Parks as they relate to commissioning and facility handover. Standard templates will be used for Refurbishment of Sikome Aquatic Facility as well as other capital projects throughout The Province.
.5 Oversee start-up commissioning and performance verifications processes to validate that contract requirements for each system are fulfilled for each tender.
.6 Provide technical support during the design, construction and commissioning stages to identify solutions for any challenges that may arise.
.7 Review and sign off on commissioning strategies and schedules submitted by Prime Contractor(s).
.8 Complete quality assurance and quality control (QAQC) reviews for project close-out documentation as it relates to each of the systems.
.9 Attend systems training sessions for operational staff - provide technical support during this process as needed.
.10 Attend facility handover meetings to provide insight on commissioning and training items as the subject matter expert.
.11 Attend warranty inspections and provide third party advice on warranty deficiencies on an as needed basis.
.3 Working collaboratively with Alberta Parks, the Prime Consultant, subconsultants and Prime Contractor(s), the successful Proponent is to apply the appropriate tools and skilled resources to support Refurbishment of Sikome Aquatic Facility as a third party commissioning consultant.

Contract duration
The estimated contract period will be 28 month(s), with a proposed start date of 2024/08/26.
