County of St. Paul No. 19 - Request for Proposal - Auditing Services for the Elk Point/St. Paul Regional Water Commission

The Elk Point/St. Paul Regional Water Commission (the “Commission”) seeks innovative proposals from interested parties for the Auditing Services for a four-year term. The Commission is soliciting the services of qualified firms of Chartered Professional Accountant with experience and interest to audit all funds of the Commission. These comprehensive annual audits are to be performed in accordance with generally accepted auditing standards recommended by the Canadian Institute of Chartered Accountants. The successful firm would also act as a consultant, providing expertise when required throughout the years. Key Element of Work to be Performed 2.3.1 Interim audit and testing – Auditors will examine the Commission’s internal accounting controls and accounting procedures and provide a Management letter and recommendations on internal controls. 2.3.2 Prepare year end adjusting entries 2.3.3 Prepare, produce and complete financial statements at conclusion of audit. 2.3.4 File final financial reports with proper authorities by required dates. 2.3.5 Provide consulting advice with regards to Tangible Capital Assets. 2.3.6 The auditors may be consulted occasionally throughout the year as an information resource. Required Reports as follows, but not limited to 2.4.1 Financial Information Return 2.4.2 Consolidated Statement of Financial Position 2.4.3 Consolidated Statement of Operations 2.4.4 Consolidated Statement of Change in Net Financial Assets (Debt) 2.4.5 Consolidated Statement of Cash Flows 2.4.6 Schedule of Tangible Capital Assets and Asset Retirement Obligation (if applicable) 2.4.7 Schedule of Government Transfers 2.4.8 Schedule of Consolidated Expenses by Object 2.4.9 Notes to Consolidated Financial Statements 2.4.10 A management letter with appropriate recommendations, commenting on material weaknesses in internal accounting controls, reportable conditions and identifying possible noncompliance with finance related legal provisions.
