Rocky View County - Request for Proposal - RFP 25-005 Civil Engineering Services New Madden Fire Station_Final

Project Information Rocky View County surrounds the City of Calgary on its west, east, and north borders and is influenced by several smaller urban neighbours that impact its municipal infrastructure. The County’s proximity to these municipalities has contributed to significant growth in recent years. The current Fire Station in the Hamlet of Madden has reached capacity, limiting its ability to effectively and efficiently deliver emergency services. To address this, a new facility will be constructed to enhance emergency response capabilities within Madden and the surrounding areas. In November 2024, Council approved to proceed with the design and construction of an estimated 11,200-square-foot Emergency Services facility on a 4-acre parcel. The estimated construction budget for the building alone is $4.5 million, and Civil construction is estimated at $1.2m with substantial completion targeted for early Spring 2027. This building is to consist of 2 double-deep apparatus bays. The Fire Station will accommodate up to 40 volunteer Fire Fighters. The design will need to consider the potential to transition into a full-time Emergency response facility. The Fire Station will include office space, an IT room, a lunch room, and an instructional training room. Consideration will also be required to assess and confirm the building’s information technology, safety, security, accessibility, and telecommunications needs. Water and wastewater services are assumed to be supplied by a potable water well and a septic storage tank. (Due to ongoing land negotiations, the County is unable to provide a location map that shows the proposed site location within the area of the Hamlet of Madden). The County, wherever feasible, seeks out innovative design philosophies and supports low-impact sustainable designs that bring value over the life cycle of the facility. Although this building will not be LEED certified, we intend to demonstrate environmental stewardship within county-developed lands while providing value to our constituents.
