City of Calgary - Request for Proposal - RFP 25-1570 - Water Efficient Business Program Assessment and Industrial, Commercial and Institutional (ICI) End Use Study

The City of Calgary is seeking to engage one (1) consulting firm to develop a Water Efficient Business Program Assessment and Industrial, Commercial and Institutional (ICI) End Use Study. A future water efficient business program would likely include water use auditing, assessment and incentive measures serving ICI water customers in Calgary. This project will lay the groundwork for such a future offering by deepening baseline knowledge about the ICI group as whole, as well as segments within it. This project should be completed by January 31, 2026. It is expected to deliver, through an analysis of customer data (to be supplied by The City) and other inputs, a report containing an updated and robust understanding of today’s ICI sector in Calgary, a refined analysis of the water efficiency potential within the sector segments and proposed actionable options and strategies that could form future water efficient business programming. This project anticipates the following milestones: 1. Update ICI Customer Segment Profiles 2. Identify ICI Sector Water Efficiency Potential 3. Assist with Design and Refinement of a Water Efficient Business Program 4. Finalize Report Upon completion of this project, The City will have a refined understanding of the ICI sector by segment and potential for water efficiencies, as well as programming recommendations for actionable options identified and scoped for near (2026) and longer term (2027+) implementation by The City and/or partner organizations.
