The Town of Barrhead is seeking qualified vendors to submit proposals for the provision and implementation of a user friendly, comprehensive Enterprise Resource Planning (ERP) software solution. The objective is to enhance operational efficiency, improve service delivery, and support informed decision-making through a modern, integrated system. The Town has used Microsoft Dynamics Great Plains/Diamond since 2019.
The selected ERP solution should support core municipal functions including:
Cash Receipting
Property Taxes and Assessment
General Ledger
Bank Reconciliation
Budgeting
Utility Billing
Accept online payments
Electronic Invoicing
Accounts Payable
Electronic File Transfer
Accounts Receivable
Payroll (including electronic time keeping, leave requests, etc)
Timekeeping
Direct Deposit
Fixed Assets
Business Licensing
Animal Licensing
Ticketing
Permitting
Reporting
Citizen Self Service
The Town requires five full software licenses, along with two limited licenses for cash receipts only.
The Town requires full support and training during the installation and implementation process. We would like to start the process in January 2026, after 2026 budget approval.
The Town of Barrhead reserves the right to accept or reject any and/or all proposals received and to waive irregularities at its discretion. The Town of Barrhead reserves the right to accept a proposal other than the lowest proposal without stating reasons. By submitting its proposal, the bidder or organization waives any right to contest, in any proceedings or action, the rights of the Town of Barrhead to accept or reject any proposal in its sole and unfettered discretion. Without limiting the generality of the foregoing, the Town of Barrhead may consider any other factor besides price and capability, to provide the specified, in its sole and unfettered discretion.
