Technology and Innovation - Request for Qualification - Application Technology Debt Mitigation Challenge-based Procurement (Phase 1) PQR

The objective of this PQR is to identify solutions for the successful upgrade of applications across three categories of technology (see Section 3.1 for category details). Responses will be required to provide a real-time video demonstration on actual codebases (not simulated or mocked) showcasing an end-to-end use of their proposed solution for each technology category. These demonstrations must illustrate the full upgrade process and confirm the application remains fully functional, as intended, upon completion of the upgrade. Pre-Qualified Suppliers from Phase 1 (PQR) will be invited to participate in a multi-phased negotiated request for proposal (Phase 2 – NRFP). As part of the mandatory requirements for the NRFP, Pre-Qualified Suppliers must complete a paid proof of concept (PoC) challenge per technology category using their PQR proposed solution. Failure to successfully complete a PoC, based on the Province’s requirements, will result in disqualification from that technology category and no payment will be made for the PoC. Further details about the PoC challenges will be provided to Pre-Qualified Suppliers during Phase 2 - NRFP. Participation in the PoCs or the NRFP process is not mandatory for Pre-Qualified Suppliers.
