Yellowhead County - Request for Proposal - Stormwater Management - East River Road, Yellowhead County, Alberta

East River Road is located approximately 85 km west of the Town of Edson. It runs parallel to Highway 16 and provides access to developments near the eastern boundary of the Town of Hinton. Due to recurring water ponding issues during spring thaw seasons at property 24403 East River Road (refer to annexure B, location maps), Alberta Environment and Protected Services has reviewed the situation and requested that YHC develop an engineered stormwater management plan for the surrounding area. The affected area has experienced significant runoff from hills overlooking East River Road. Recent development, undertaken without adequate stormwater management planning, has disrupted the natural drainage patterns. Rather than flowing toward the creeks and tributaries of the Athabasca River, runoff now travels through residential properties—24425, 24415, and 24413—then flows northeast along the south ditch of East River Road, eventually stagnating at 24403 after passing through Crown land. The objective of this project is to analyze the drainage basin and watershed area under both rainfall and snowmelt runoff scenarios. A holistic approach is required to develop a stormwater management plan that complies with Alberta Environment’s regulatory requirements.
