Rocky View County - Request for Proposal - RFP-25-020 Solid Waste Service Consulting and Recommendation Final

A. Summary Rocky View County’s (County) Solid Waste and Recycling group is seeking to better understand the current state of the Industrial, Commercial, and Institutional (ICI) and Construction and Demolition (C&D) waste sectors within the County. The County aims to collect accurate, up-to-date information and data to help identify what the ICI and C&D sectors are doing with their waste. The County is looking to partner with a qualified firm to help gather this information and provide actionable recommendations on how to best work towards the following goals of the County’s Solid Waste Servicing Strategy: • Goal 2: Industrial, Commercial, and Institutional (ICI) waste produced in Rocky View County will be managed in accordance with the 3Rs Hierarchy. • Goal 3: Construction and Demolition (C&D) waste produced from new developments and/or renovations will be minimized and resource reuse maximized. A1. Background Rocky View County offers residential opportunities that match increasing demand for country living in a range of rural and urban settings (a mix of urban and rural landscapes and qualities). A wide range of farming, ranching, and value-added agricultural business provide the foundation of the County’s economy. The County has also become a thriving hub for business and industry, with significant retail, tourism, energy, transportation and logistics, and warehousing developments that diversify the County’s economy. In 2021, a 10-year Solid Waste Servicing Strategy (“The Strategy”) was developed for the County to provide solid waste management options and support for residential, commercial, institutional, and construction sectors. Aside from agriculture recycling programs at County transfer sites and agriculture roundups, the County does not provide direct service to the ICI and C&D sectors, so the levels of service for these sectors are based on private contractor services. However, there is an expectation that County businesses and organizations meet a future level of service standard as part of the work the Strategy recommends. The standards and programs for these sectors will likely reflect the levels defined for the residential sector and those of neighboring municipalities. Goals 2 and 3 of the Strategy relate to managing the ICI and C&D waste sectors, respectively, in accordance with the 3Rs Hierarchy: Reduce, Reuse, and Recycle.
