Forestry and Parks - Request for Proposal - Provincial Grazing Reserve Program Analysis - Lands Operations Division

The Department is undertaking a comprehensive review of the Provincial Grazing Reserves (PGRs) to assess opportunities for modernization and long‑term sustainability. The successful contractor will evaluate alternative delivery models, conduct jurisdictional scans, review prior initiatives, and engage stakeholders to provide evidence‑based recommendations. The Department does not presuppose any particular solution or future policy direction; all options will be considered based on the findings of the review. The end product of this contract will be a comprehensive report that summarizes findings, of the reviews undertaken including stakeholder engagement, options for asset ownership and maintenance, and any potential regulatory changes that are necessary. The report will also need to include recommendations to minimize disruption during any program’s review to existing operations.
