    Description
    Valve operability directly impacts the degree of risk in the City’s water system. The City’s historical records have not shown age or condition data, and therefore, the system’s risk assessments have assumed all valves are operable. To address this assumption, the City seeks a contractor to field-test valves for operability, assess valve condition in the system and deliver a data set easily integrated into the City’s GIS system. Of its geodatabase of 1,251 valves, 202 were assessed in 2025 (182 operable, 20 inoperable). The City seeks to continue an uninterrupted (active system) valve inspection and operation program, targeting each remaining valve over three years under an annual contract with an annual option for renewal, upon the satisfaction of both parties. This request for proposal focuses on continuing the identification of operable and inoperable valves, not on the treatment or replacement of inoperable valves.
