Workers' Compensation Board of Alberta - Advanced Contract Award Notice / Notice of Proposed Procurement - WCB Claims Management System Technical Debt

Purpose: The purpose of this Advance Contract Award Notice (ACAN) is to detail the WCB’s intent to award to the pre-identified Supplier of services, to assist the WCB in addressing the technical debt in the WCB’s internal claims management system. Description of the Requirement for Services: The 2020 consolidation of two WCB applications onto a modern SQL Server platform improved the underlying technology but retained outdated and duplicative data structures from legacy systems. As a result, the new environment still contains redundant, inconsistent, and unused data, which continues to create operational inefficiencies and poses significant challenges for ongoing maintenance, scalability, and modernization efforts. The maintenance and modernization of the claims management system is a highly specialized and complex undertaking due to the underlying intellectual property (IP) rights, need for compatibility with antiquated database and software technology, and coupling of data across the system and the number of downstream applications that consume and depend on this data.
