Nature and Scope of the Opportunity
The objective of this project is the comprehensive interior renovation of 30 vacant units located within Murdoch Manor. This initiative represents Phase 3 of a large-scale recovery effort for the property. Murdoch Manor is a high-density senior living complex originally constructed in 1973, comprising 360 units in total. Upon assuming management in April 2025, 140 units were identified as abandoned, and to date, 80 units have been successfully remediated and returned to service. This is an active residence with over 250 units currently occupied, necessitating high standards of site cleanliness and professional behavior.
Description of Procurement and Options
Onward Homes Society is seeking general contracting services to modernize units characterized by aging fixtures, damaged flooring, and original 1970s cabinetry. According to Section 2: Detailed Technical Specifications, the scope of work includes the installation of high-traffic Luxury Vinyl Plank (LVP) flooring with a thickness between 3 mm and 5 mm, utilizing a full-spread glue-down method; floating or click-lock systems are not accepted. Painting requirements specify two full coats of white finish for all surfaces, including eggshell for walls, flat for ceilings, and semi-gloss for trim. Contractors must use HEPA vacuum dust extraction for all sanding during preparation.
Kitchen upgrades involve replacing cabinetry with wood-toned finishes such as Oak, Maple, or Walnut laminate that match original dimensions and feature professional-grade soft-close hardware. Bathroom renovations include the installation of dedicated main water shut-off valves for unit isolation, white acrylic bathtubs, "Comfort Height" low-flow toilets, and heavy-duty chrome grab bars. Electrical specifications call for "Decora" style white plates and switches, alongside flush-mount LED disks. Window treatments consist of 2" cordless faux-wood horizontal blinds.
Submission and Participation Instructions
As detailed in Section 3: Mandatory Contractor Qualifications, bidders must provide a 10% Bid Bond and 50% Performance and Labor/Material Payment Bonds. Requirements also include minimum $5,000,000 General Liability Insurance, a current WCB Alberta Clearance Letter, and COR or SECOR Certification. Contractors must demonstrate experience with projects of a similar scale—30 or more units—within the last three years and provide a permanent, non-working Site Supervisor on-site daily.
According to Section 4: General Terms & Site Management, a site visit is required to verify infrastructure and dimensions prior to bidding. The contractor is responsible for all municipal permits and must coordinate plumbing shut-offs 72 hours in advance. Work must adhere to designated quiet hours to minimize disruption to elderly residents.
Final submissions must be emailed strictly to tender@onwardhomes.ca with the subject line "BID SUBMISSION: Murdoch Manor - 30 Unit Renovation - CMR ID 109095". Per Section 5: Bid Submission Format, the proposal must include a signed Bid Contract Form, Schedule A, all insurance and bonding documentation, and a weekly Gantt chart detailing the unit turnover cadence. Additionally, the submission must include a Resident Conduct Plan and contact details for professional references from multi-family projects. Failures to follow the specified format will result in immediate disqualification.
