Description
The intent of this Request for Qualification (“RFQ”) is to solicit Submissions, in accordance with the requirements described in this document, from Respondents interested in providing Design-Build Services for the Project herein described.
As part of the 2025 School Capital Announcement, the Province is undertaking the procurement of Design-Build services for select schools. This Request for Qualification (“RFQ”) relates to the delivery of the following Schools:
• New 5 – 9 in W Calgary Aspen Woods
• New 7 – 9 in SE Calgary Mahogany
The Project is being procured as a single bundled Design-Build opportunity, under which the successful Proponent will be responsible for the design and construction of both school facilities under two separate contracts. The Province’s objective in bundling the Project is to leverage efficiencies in design coordination, procurement, delivery, and overall value.
Each school will be designed and constructed as an independent facility, with its own program requirements, site conditions, and stakeholder interfaces, but delivered concurrently under an integrated Design-Build approach.
The Project will generally consist of the design and construction of two new school facilities, including permanent building construction, site development works, and supporting infrastructure. Project-specific details, including student capacities, building areas, and functional requirements for each school, will be defined in the bridging documents.
The Province has retained a Bridging Consultant to prepare the bridging documents, including the Minimum Material Requirements (MMR) and Additional Performance Requirements (APR). These documents will establish the technical, functional, and Performance criteria for each school and will be issued to shortlisted Proponents during the Request for Proposals ('RFP') stage.
The bridging documents are intended to define the minimum standards required by the Province while enabling Proponents to propose innovative, efficient, and value-driven solutions that meet or exceed those requirements.
At the time of issuance of this RFQ, the Project has progressed to the Design Development stage through the bridging process. Shortlisted Proponents will be expected to build upon this level of design in the RFP stage, advancing and refining the design for both facilities in accordance with Project requirements.
The Province anticipates that both schools will be delivered within an overall Project duration of approximately 36 months from contract award, including design completion, construction, commissioning, and warranty.
The project is part of the APD 9 Portfolio involving the Design-Build (DB) delivery of ten (10) new schools in Calgary, all expected to open in 2029.
Contract duration
The estimated contract period will be 36 month(s), with a proposed start date of 2027/01/04.
