This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for Enterprise Maintenance Management and Asset Management (EMM-AM) technology platform as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
Effective management of assets and the maintenance of critical infrastructure are vital components of The City’s asset management program. As such the City is committed to enhancing our approach to asset and maintenance management. To achieve this, we are inviting proposals from qualified and innovative technology providers to assist us in the implementation of a comprehensive asset management and maintenance management platform.
The City of St. Albert is an urban municipality of approximately 66,000 residents located immediately adjacent to the northwest border of the City of Edmonton. St. Albert is primarily a residential community with a mixture of both old and newer areas, as well as two light industrial parks, commercial areas and numerous recreational parks.
The EMM-AM solution will provide a single platform potentially comprised of multiple modules for business software applications used across the City to plan, manage and maintain assets. The intent of this platform is to unite diverse facets of maintenance management and asset management to provide a holistic and data-driven solution to safeguard critical infrastructure, streamline operations, and ultimately better serve our stakeholders.
Some of the key deliverables will include but are not limited to:
Replacement of the City’s current computerized maintenance management system (IPS) with an integrated enterprise maintenance management and asset management platform.
Replace or integrate with existing asset planning tools detailed in Appendix F.
Provide asset stewards with the tools necessary to practice asset management (AM).
Reduce the number of software currently being leveraged across the City.
Outside of the mandatory compliance evaluation and negotiation process, this RFP will go through three-stage process as further described in Part 2 – Evaluation, Negotiation and Award:

Demonstration (part1) and Pricing, shortlisting for #3
Demonstration (part 2), Concurrent Negotiations through a Commercial Confidential Meetings (“CCM”) and Best and Final Offer (“BAFO”)
