Transferred Frequency Response (TFR) Request for Proposals

The Alberta Electric System Operator (AESO) has issued a Request for Proposals (RFP) for Transferred Frequency Response (TFR) to comply with the Alberta Reliability Standard BAL-003-AB1-1.1 and the North American Electric Reliability Corporation’s (NERC) Reliability Standards BAL-003-2. The AESO is seeking to purchase up to 50MW/0.1Hz of TFR capability to meet its frequency response obligation for the term December 1, 2024 – November 30, 2025 (”2025 Compliance Year”). The terms of the agreement will be governed by the Transferred Frequency Response Agreement (TFRA) included in the RFP. The AESO intends to execute one or more TFRAs based on each proponent's capability and pricing. The RFP stage of the competition to procure TFR opened May 8, 2024. Interested parties CANNOT participate in the TFR procurement competition through Alberta Purchasing Connection (APC). For further details on the TFR procurement competition, including its timelines, competition materials, and information on how to participate in the RFP, please send an email to Procurement@aeso.ca requesting a copy of the RFP. The RFP stage of the competition to procure TFR will close on June 10, 2024 at 3:30 p.m. MDT. Kindly disregard the date and time displayed on APC (June 7, 2024 at 23:59:59), as adjustments were made due to a scheduled outage. Please note, the current APC will shut down for both buyers and suppliers on June 8, 2024 with the launch of the modernized APC scheduled for June 11, 2024.
