Description
This Negotiable Request for Proposals (“the NRFP”) issued by BC Housing Management Commission (“BC Housing”) is an invitation to Non-Profit Proponents to prepare and submit Proposals for the provision of Youth Program Services as further described in Appendix 7 - Draft Sample Community Development Service Provider Agreement. The Youth Programming will be provided in Vancouver, BC.
Specific service requirements, including but not limited to activities, staffing requirements and reporting requirements are included in detail in Appendix 7 - Draft Sample Community Development Provider Agreement. Proponents should review all programming requirements and service level expectations when preparing their submission to this NRFP.

General:
The Service Provider must be capable of delivering a free, place‑based, inclusive youth program to increase positive engagement, safety, skills, and community connection for youth residing in and around MacLean Park, Vancouver, BC.
Program Terms:
SUMMER PROGRAMMING
Three days per week, from 10:30 a.m. to 3:30 p.m.
AFTER SCHOOL PROGRAMMING
Three days per week, from 3:30 p.m. to 6:30 p.m.
Program Objectives:Provide a safe, supervised daily program with zero user fees for youth up to 18 years old. Build capacity, confidence, and leadership. Strengthen self and social awareness, healthy relationships, and civic engagement. Improve health & wellness through daily meals, physical activity, and practical life‑skills workshops. Foster positive relationships with community organizations and services (e.g., Vancouver Police Department and Vancouver Fire Services).
Proponents should carefully review all NRFP documents, including attachments, for the full scope of requirements.
