SCOPE OF SERVICES
The City of Surrey (the “City”) is inviting Proponents to submit Proposals that provide a solution for Development Advisor - City Centre Entertainment District and Arena.
The City is seeking to establish a mixed-use City Centre Entertainment District on land located in Surrey City Centre.
BACKGROUND AND OVERVIEW
The City retained Hunden Partners who has prepared feasibility plans including a preliminary Arena Program, Concept Design and Conceptual Master Plan for the Entertainment Development.
Based on the plans developed to date, it is anticipated that the Entertainment District will be comprised of a 10,000-seat arena, 100,000 square feet of commercial retail/office and a 150-key hotel with 60,000 square feet of ballroom, meeting and conference facilities.
The City expects that a number of parties will be required to deliver the Entertainment District, including the following key parties who will collaborate as partners:
• Operating Partner
It is anticipated that an Operating Partner will be engaged to operate the City-owned Arena on behalf of the City. It is expected that the Operating Partner will:
o have input to the design of the Arena and its connection to the rest of the Entertainment District;
o assist in the securing of sponsorships, naming rights and tenanting of the Arena; and
o contribute capital funding and/or annual revenue sharing to assist in the funding of the Arena.
• Development Partner
It is anticipated that a Development Partner will develop, own and operate the commercial retail/office space and a hotel with conference facilities located within an air space parcel(s) leased or purchased from the City.
It is anticipated that the Development Partner will contribute capital funding and/or annual revenue sharing to the City for the lease or purchase of an air space parcel(s).
It is anticipated that the operation of the conference facilities will need to be coordinated with the Arena Operating Partner for special events so as to optimize the use of the Arena and the hotel’s meeting and conference facilities.
ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
