REQUEST FOR PROPOSALS
PURPOSE
The City of Surrey (the “City”) is seeking qualified design Consultants and their multidisciplinary teams to lead and provide comprehensive design, consultation services, construction administration, hand over and post construction close out for an Indigenous Cultural Venue located in Royal Kwantlen Park, 13035 104 Ave, Surrey, BC, V3T 1VT8 (the “ICV”).
PROGRAMMING AND DESIGN KEY OBJECTIVES
The main objective of the ICV is to provide dedicated cultural space and resources to support Indigenous cultural programming and practices. In addition to designing and building with the needs of Indigenous communities in mind, at a high level, the ICV should have building considerations for:• Multipurpose studio space to support variety of programs and practices;
• Classroom/community space to support programming and small events;
• Small kitchen to support building programming;
• Small lobby;
• Office;
• Storage;
• Washrooms;
• Mechanical, and electrical rooms; and
• Entrance plaza/outdoor gathering space that creates opportunities for indoor/outdoor programming opportunities.
Reference the programmng elements in the feasibility study as provided in Schedule A-1 for further details. Consultants are advised to take note of the architectural tenets provided to consider their own design approach.
SCOPE OF WORK
The Consultant will be responsible for:1. Schematic design in consultation with the City, Kwantlen, Katzie and Semiahmoo First Nations, and Urban Indigenous residents;
2. Development Permit application
3. Design development in consultation with the City, Kwantlen, Katzie and Semiahmoo First Nations, and Urban Indigenous residents;
4. Building Permit application
5. Construction document development for City procurement preparation;
6. Construction and contract administration;
7. Hand over and post construction close out services; and
8. One-year warranty review.
ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
