REQUEST FOR PROPOSALS
BACKGROUND
SYRP originally operated May 2023-March 2026 comprised of eight individual projects designed to reduce risk and strengthen resiliency for Surrey children, youth and families. SYRP was made possible by financial support provided through Public Safety Canada’s Building Safer Communities Fund (“BSCF”). Given the success of national BSCF projects, Canada invested $157.5M to extend the fund and has apportioned funding to the City to implement a new SYRP.
OPPORTUNITYThe City is accepting proposals to be considered for inclusion in SYRP’s next phase. It is anticipated that SYRP projects will operate up to two and a half years. Eligible activities seeking reimbursement will begin no earlier than October 1, 2026 (project start date is dependent upon when the contract is fully authorized). The final date to incur expenses for eligible activities is March 31, 2029. Organizations can submit multiple project proposals for consideration. Proposals must include an annual budget that is broken down across eligible Public Safety Canada cost categories. Annual project budget requests must not be less than $50,000 nor exceed $300,000 in the Proposal. Total project budget requests must not be less than $125,000 nor exceed $750,000. Proponents must acknowledge that, if successful, they will assign an organizational representative to participate in Children and Youth At-Risk Table (CHART) meetings.ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
