REQUEST FOR QUOTATIONS
SCOPE OF SERVICES
The Contractor will provide all labour, equipment, tools, materials, supervision, and other items and services necessary to perform the Services as described herein. The required objective is to maintain all the sites in such a manner that the facility provides a clean, healthy and safe work environment for City staff and visitors.
The scope of the Services may include, but not limited to:
(a) Maintain trash / garbage collection throughout the facility;
(b) Floor and stairway/staircase cleaning and maintenance;
(c) Washroom cleaning and servicing of dispensers;
(d) Cleaning of walls, ceilings and doors;
(e) Cleaning and disinfecting hard surfaces;
(f) Carpet, drape and upholstery cleaning;
(g) Interior glass cleaning throughout (no smears, fingerprints, etc.;
(h) Interior elevator and vestibules; and
(i) Interior and exterior doorway entrance floor surface.
The Contractor shall provide, but not limited to, the cleaning services of all offices, corridors, restrooms, conference room(s) including the kitchen areas, all internal glass panels, windows (internal), doors and cabinets. See Schedules A-1 through Schedule A-3 for additional cleaning details.
SITE VISIT
An information meeting will be hosted by the City Representative to discuss the City’srequirements under this RFQ (the “Information Meeting”). While attendance is at thediscretion of Contractors, Contractors who do not attend will be deemed to have attendedthe Information Meeting and to have received all of the information given at the InformationMeeting.
At the time of issuance of this RFQ a meeting has been scheduled as follows:
Date: May 6, 2026
Time: Commencing at 10:00 a.m. at the Guildford location, with subsequent visits proceeding sequentially as each site visit is completed.
Location: Package C – Guildford Library, located at 15105-105th Avenue
Package B – Strawberry Hill Library, located at 7399 – 122nd Street
Package A – Newton Library, located at 13795 – 70th Avenue
It is possible that some questions raised, and information provided during the Information Meeting may be the only source of critical information essential to prepare and submit a successful Quotation. Contractors are responsible to ensure they are fully informed and have a clear understanding of the requirements.
Contractors are to examine the site prior to submitting a Quotation to fully acquaint themselves with all existing conditions reasonably inferable from examination of the site and its surroundings and the RFQ and to make allowance for such conditions in the Quotation. By submitting a Quotation, a Contractor represents that it has examined the site fully as to all conditions, contingencies, risks and circumstances, local or otherwise, which might influence or affect the performance of the Work.
Note: No minutes of the Information Meeting will be provided
The Contractor is responsible for any fees incurred as a result of the Information Meeting.
ADDENDA
If the City determines that an amendment is required to this RFQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFQ. It is the responsibility of Contractors to check the Websites for addenda. The only way this RFQ may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor. By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
