Notice of Intent to Award an Agreement
Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to Pacific Flow Control Ltd. for the following:
To provide Wet Tapping Services as part of the approved 2024 capital works upgrades to the City water distribution system.
The contract is an increase to the current contract 1220-2023-2876 to provide the same water services as covered in the initial agreement.
Background
The City supplies and distributes drinking water to the residents of Abbotsford through potable water lines. The scope of work provided to perform wet tapping services includes: installing an epoxy coated tapping sleeve with alloy bolts, tapping valve, NBG set, and installation, testing and tapping the water line. This is an increase in value from the existing agreement 1220-2023-2876 to cover capital project work.
Rationale for Contemplating Direct Award
It is the intent of the City of Abbotsford to increase the value of the work being completed by Pacific Flow Control Ltd. up to $ 500,000 plus applicable taxes.
The City of Abbotsford has determined this for the following reasons:
Agreement Value:
The maximum value of the agreement for the existing Term being expected to be up to $740,000 Cdn plus applicable taxes.

It is the intent of the City of Abbotsford to increase the value of the work being completed by Pacific Flow Control Ltd. up to $ 500,000 plus applicable taxes.
The City of Abbotsford has determined this for the following reasons:
- Due to Pacific Flow Control Ltd’s historical involvement providing wet tapping services and their intimate knowledge of the current Abbotsford Water Works network.
- Pacific Flow Control Ltd. have proven to be the only company with the equipment, capacity, and skillset to provide the required services for the work that is required.
- As per Part V: Exceptions in the New West Partnership Trade Agreement. This work is for Water, and services and investments in water.
Agreement Value:
The maximum value of the agreement for the existing Term being expected to be up to $740,000 Cdn plus applicable taxes.
Contract duration
The estimated contract period will be 24 month(s).
