Description
Notice of Intent to Direct Award
Prime Consultant Services
for the VGH Blusson Condensate Pumps Relocation & Ventilation Upgrade Project
Document Number: 002NOI23EZ
Vancouver Coastal Health (VCH) intends to award the contract to Impact Engineering for Prime Consultant Services for the VGH Blusson Condensate Pumps Relocation and Ventilation Upgrade Project (E291-00).
The maximum value of this contract award (including sub consultants fees) will be $101,000.00 - plus tax. VCH have chosen not to complete a Request for Proposal (RFP) process for the following reasons:
· Impact Engineering has good understanding of the project histories, current site conditions, and Facilities Maintenance & Operations (FMO) challenges/needs throughout Phase 1 design (repair failed steam equipment, replace and relocate failed condensate return system, and full abatement & insulation) and multiple site meetings.
· Impact Engineering has performed the Prime Consultant role for feasibility study and supported CA/CD for recent emergency constructions. The Blusson Spinal Cord Centre had significant moisture and high humidity within the mechanical room, caused by steam & condensate leaks. As there are significant health & operational concerns due to the mold and moisture buildup. Impact Engineering focused on immediate repair of the failed steam distribution equipment to resolve steam leaks with FMO & contractors and helped to reconfiguration of the steam and condensate distribution system to provide long term safe maintenance access.
· Impact Engineering has established good working relationships with the Project stakeholders within Vancouver Community.
· Impact Engineering is registered and comply with all applicable WorkSafe BC regulations.
Consultants may challenge this decision by sending an email to Elizabeth Zhu by February 20, 2023 – 15:00 hour local time.
Provide proof showing your experience related to the requirements defined in this Notice of Intent. Only challenges from qualified Consulting firms will be reviewed.
