11259 Consulting Services - Irrigation System Master Plan

The City of Kelowna is seeking proposals from qualified consulting firms to develop a master plan for its non-potable irrigation system in Southeast Kelowna. The system, which provides irrigation water to agricultural properties and fire protection, was taken over by the City in 2019 and consists of most features installed in 1970 that are approaching the end of their service life. The system faces several challenges, including large pressure transients, limited winter flow/freezing potential, Pressure Reducing Valve (PRV) operations/access, no reservoir storage, and limited ability to isolate mainlines.

The master plan will address current needs and future scenarios of agricultural development and small residential expansion in accordance with City of Kelowna Design Standards. The plan should also establish a 10-year capital plan that addresses the renewal schedule for dam repairs, watermain replacement, storage, and PRV.
