    Description
    Notice is hereby given that the Province of British Columbia, as represented by the Ministry of Agriculture and Food (through the program administered by VGN Resources Group, Inc.) is contemplating making a direct award of a contract to David E. Tattam (the “Supplier”).

    The high-level details of the contemplated contract are generally described below.
    1. Review the objectives, intended outcomes and results from the past irrigation scheduling contracts in 2020, 2021 and 2022, and submit to the Ministry of Agriculture and Food (AF) a workplan for the 2023 season.
    2. Submit to AF a draft letter that will be sent to agricultural producers in the Koksilah River watershed about voluntary participation in the modified irrigation management program in the summer of 2023.
    3. Incorporate AF’s comments in the letter and submit to AF a final version of the letter.
    4. Develop a shortlist of producers in the Koksilah River watershed in conjunction with the Ministry of Forests (FOR) and other stakeholders based on the concerns related to water use and drought response in the watershed.
    5. Initiate contact with producers using the final version of the letter and request their voluntary participation in the project. 
    6. Submit to AF a status report that details the number of contacts made, irrigation schedules established, information/tools provided to producers, the responses from the producers, and anticipated success or challenges.
    7. Submit to AF a draft summary report that describes the process, achievement, challenges, and effectiveness of the 2023 irrigation management program. The draft report should also include recommendations to support the transition of the irrigation management activities to the producers of the Koksilah watershed for future years. The draft will be reviewed and commented on by AF staff.
    8. Submit to AF a final report (in a Microsoft Word document or PowerPoint file).  
    9.  Attend one-hour meetings with AF and/or FOR (Ministry of Forests) every two weeks during the entire term of this Agreement to communicate irrigation needs, scheduling opportunities, and updates to producers, AF and FOR on how producers are doing with the voluntary irrigation schedule. Be available for other services related to this project to be determined by Ministry during the entire term of the contract.
       
    Contract Term and Aggregate Contract Value 

    The term of the contract is expected to be June 16, 2023 and ends on Feb 29, 2024.

    The aggregate value of the contract is expected not to exceed, exclusive of applicable taxes; $ 10,000.00

    Rationale for Contemplating a Direct Award

    The Province is contemplating a direct award with the Supplier for the following reasons:
    1. The Supplier has the experience and expertise in agricultural irrigation practices within the Koksilah River watershed. This experience and expertise are needed for the services required.
    2. The Supplier has established strong, trusting working relationships with the agricultural producers in the Koksilah River watershed through his long-term farming in the area and being the lead of the irrigation scheduling program in 2020, 2021, and 2022. These relationships are needed for the services required.
