Description
The proposed tree planting contract is funded by the Forest Investment Program and involves fill planting of ~60 hectares (49,080 trees) of fire-killed plantations within the Boulder Creek fire in the Upper Lillooet area. The Boulder Creek fire is in the Upper Lillooet/ Meager Creek area, approximately 1 hour drive west of Pemberton.
The planting for 2023 is a fall plant and is a combination of road (4x4 and ATV, for 35,940 trees) and helicopter access (for 13,140 trees). Helicopter access is due to the Meager Creek slide which destroyed the access to Block 13 and 14 (Opening ID 1728160 and 1728243). Helicopter staging areas are available across the river from the planting units and should be pre-approved with Ministry staff. Blocks 1, 3, 4 (Opening ID 1666304, 1666098, and 1666099 respectively) require a combination of truck and ATV will require minor a moderate amount of brushing along approximately 4km of road. Note that brush removal is scattered along the road and not consistent along the entirety of the road.
The successful bidder will be responsible for partially laying out the boundary of the fill plant area in Blocks 3 and 4 (Opening ID 1666098 and 1666099 respectively).
The successful bidder will be required to conduct danger tree assessments, danger tree reporting, and danger tree falling if required. Marking or marking of no-work zones will be the responsibility of the bidder where falling is unsafe.
The bid price per tree must include reefer transportation of seedlings from the cold storage location in Pitt Meadows to the area for planting (in Upper Lillooet), as well as helicopter transportation of seedlings, and workers to the planting sites. There is a separate contract for Planting Implementation and Surveys Request for Proposal (Contract number: SU24LMN217). It is expected that 1-2 Ministry Representatives will accompany the tree planters to the area on helicopter access days. Bidders should include this as part of the tender package.
