The Ministry is seeking a Contractor to work collaboratively with the Ministry and key stakeholders to create a long-term Sustainability Plan to support Ministry-funded food hubs through an organizational model. This multi-phase process will include analyzing the current issues facing the hubs, defining sustainability objectives, and developing and assessing strategic options for the Network (Phases 1-3). The project may be extended to include the build-out of a business case for the approved option and early implementation of the Plan (Phases 4-5).

The Plan must define commercial food hub sustainability and identify successful, financially viable models. It must also include recommendations for potential organizational models for the BC Food Hub Network to support hub sustainability, including structure, leadership, funding requirements, and other aspects required to support the Ministry-funded food hubs' long-term viability.

The budget is a maximum of $100,000 including services and eligible expenses for Phases 1 to 3; and $50,000 including services and eligible expenses for Phases 4 to 5. In addition, a maximum of $20,000 will be allocated to eligible expenses for an in-person Ministry-funded food hub stakeholder engagement event during Phase 2. The total project budget is a maximum of $170,000.
