R23-27 Arts & Culture Master Plan

This Request for Proposals (the “RFP”) is an invitation by the Cowichan Valley Regional District (the “CVRD”) to prospective proponents to submit non-binding proposals for Arts and Culture Master Plan, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).  The CVRD requests proposals from qualified firms/consultants to provide strategic advisory services and professional consulting services to develop a clear and comprehensive Arts & Culture Master Plan for the CVRD.
The successful Consultant (the “Consultant”) is expected to have proven expertise in cultural development, research, community engagement and consultation, data collection, data analysis, as well as effective strategic planning and information presentation.  The responsibilities of the Consultant will include, but are not limited to: project planning and management services; develop strategic planning process and methodology; data research and collection; conduct comprehensive public engagement and stakeholder consultations; data review, analysis and synthesis; write the Arts and Culture Master Plan; create an action plan; and, present Deliverables to the CVRD Board.The successful proponent is expected to begin work immediately upon being awarded the contract. The project should be completed by November 1, 2024.
