RFPQ 2023-1638 Request for Pre-qualification for Structural Engineering Services

Description
The purpose of this request for pre-qualification (“RFPQ”) is to invite interested parties (the “Respondent”) to submit Responses indicating their interests in, and qualifications for, becoming pre-qualified to participate in future procurement processes for structural engineering services for capital projects carried out by the Board of Education of School District 38 (Richmond) (the “District”).
Information is only being requested at this time to identify qualified structural engineering firms and therefore, pricing for any project is not required and not requested at this time. Future requests for fee proposal documents will provide additional information about specific projects and associated agreements.
The capital projects are anticipated to have values between $100,000 and $50,000,000 (CAD). Currently, the District has 21 seismic mitigation projects remaining that require varying degrees of remediation, ranging from base structural retrofits to complete reconstruction or replacement of the building. In addition, there are a number of major facility renewals, upgrades, expansions and renovations identified in the District Capital Plan.
Structural engineering services (the “Services”) will include, but not be limited to, the following:
Respondents must deliver their Responses on or before the Response Date indicated on the cover page electronically via email to jejang@sd38.bc.ca. No other submission formats will be accepted.
The District’s objective is to develop and maintain a list of a maximum of five (5) firms that are pre-qualified for structural engineering services (the “Pre-Qualification List”) for a period of three (3) years. Structural engineering firms may be added to or removed from the Pre-Qualification List at any time, in the discretion of the District, regardless of whether it has participated in this RFPQ.Information is only being requested at this time to identify qualified structural engineering firms and therefore, pricing for any project is not required and not requested at this time. - Development of Seismic Project Identification Reports in accordance with the latest edition of the Ministry of Education Seismic Retrofit Guidelines for the Performance Based Seismic Assessment and Retrofit of BC Low Rise School Buildings and the latest edition of the Seismic Project Identification Report Guidelines, both which Proponents are expected to be familiar, and based on the 2018 Seismic Assessments completed for the schools;
- Development of Feasibility Studies;
- Design Phase Services (Schematic Design, Design Development, Construction Documents);
- Preparation of Tender Documents and assisting the Project Manager in obtaining tenders;
- Construction Phase Services; and
- Post-Construction Services.
