The Ministry of Agriculture and Food intends to enter into a contract to secure a means of having up to 90 tons of bulk liquid CO2 available to be used for future emergency responses to High Pathogenicity Avian Influenza (HPAI) outbreaks in the Lower Mainland. The contract will have an initial term of 3 years with subsequent potential additional 3 year terms available at the sole discretion of the Province. To pursue this goal, the ministry is interested in exploring creative options to ensure that during the spring and fall/winter periods when HPAI risks are at their highest (April to June & September to January), if not year-round, at least 90 tons of CO2 is available within the Fraser Valley to be delivered to an HPAI Infected Premise (IP) within 24 hours of that IP being confirmed.
The ministry will consider proposals including but not limited to the purchase or rental of a CO2 tank; rental of a tank and a secure site; a tank, site, and delivery to an IP; and other options for the rental, storage, or provision of CO2 that allows for 90 tons to be available as described above.
The Ministry will not be evaluating proposals based solely on obtaining the lowest price for this solution, and the quality of the product and the ability of the proponent to offer a business-ready solution including ongoing maintenance and servicing and other factors will be taken into consideration in the evaluation of this RFP.
Proponents with proven experience and qualifications for the storage, delivery, or supply of CO2 will be taken into consideration in the evaluation of this RFP.

Estimated amount is a suggestion based on the variety of approaches that could be proposed.
