REQUEST FOR PROPOSAL 1070-2324/177
Development Consultant Services, South Cariboo Region, BC
The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with Development Consultant Services (the “Deliverables”) for the new construction project in South Cariboo Region, BC.
The Deliverables will include project delivery outcomes and roles and responsibilities described in Appendix 8 (Contract) including the Schedule A – Services Matrix, Appendix 9 (Project Description and Requirements), and this RFP.
The Successful Proponent will work with BC Housing, the Developer, the Project Architect and external stakeholders including the Operator to assist with the Purchase and Sale Agreement, obtaining the required municipal approvals (Rezoning, Development Permit, Building Permit, etc.), the design and development of the project to full completion, and negotiating a construction contract, supposedly the CCDC 5B-2010 Construction Management Contract – For Services and Construction, Stipulated Price Agreement supplemented with BC Housing Supplementary General Conditions (SGCs).
A concurrent procurement of architectural services and Owner’s Representative/Payment Certifier services is currently underway for this project.
All works shall meet the requirements of BC Housing Design Guidelines and Construction Standards 2019, BC Housing’s Design Guidelines for Women’s Safe Homes, Transition Houses, Second Stage Housing and Long-term Rental Housing, and BC Housing Building Commissioning Guidelines 2019 set out in Appendix 8 (Contract).
This RFP requires submitting a signed Non-Disclosure Agreement (NDA)
Proponents must submit a signed Appendix 10 (Non-Disclosure Agreement (NDA)) to obtain the Appendix 9 (Project Description and Requirements) and Appendix 13 (Site Reports). No submission will be accepted from proponents who did not submit the NDA.
The deadline for submitting the signed NDA is:
October 3, 2023 @ 2:00 p.m. PT
The signed NDA must be submitted to the attention of BC Housing Contact at the below email address with a clear indication of this RFP number and title in the subject line. The file name of the NDA shall contain the Proponent’s name.
NOTE: It is the Proponent’s sole responsibility to verify where their NDA has been received by BC Housing and request the above-mentioned appendices.
