    Description
    The Utilities Services group within the Ministry of Transportation and Infrastructure is responsible for developing and applying policies related to the installation, relocation, operation, and maintenance of utility infrastructure on provincial highway right of way. The group provides advice and information to Ministry staff regarding projects involving utilities, and also engages with utility company representatives to foster good communications, develop agreements, and resolve operational and strategic issues.  Working on an "as-and-when" basis with no guarantee of work, the successful proponent will provide strategic direction and will help research, draft, and implement policies (and all associated materials, including briefing notes, backgrounders, contracts, manuals, memos, meeting materials, summary documents, etc.) related to utilities on provincial highway right of way. The successful proponent must have extensive knowledge and experience (15+ years) at a senior management level with respect to the installation, maintenance, and/or operation of various utilities including, electrical, gas and oil pipelines, telecommunications, and water and sewer infrastructure on provincial highway right of way. The successful proponent will have significant project management, policy development, stakeholder management, and/or engineering experience with respect to major projects/programs valued at $5 million dollars or more involving utility infrastructure located on provincial highway rights of way in British Columbia. A thorough understanding of BC provincial government processes and Ministry operations (including at the Regional and District levels), experience with contract and agreement negotiation processes and procedures with private and public organizations, as well as a comprehensive understanding of legislation governing and/or impacting utilities at both the federal and provincial level is also required.          
    The term of the Agreement is expected to be from March 4th, 2024, to December 31, 2026. One contract is available and may be awarded to an individual, at the sole discretion of the Ministry.

    The estimated contract period will be 35 month(s).
