Description
Notice is hereby given by the Columbia Shuswap Regional District (“CSRD”) of its intent to award a contract to Yucwmenlúcwu (Caretaker of the Land) LLP – Splatsin for the following services:
The CSRD chose to solicit a price from Yucwmenlúcwu (Caretaker of the Land) LLP – Splatsin, due to the following rationale:
Contractors wishing to object to this decision should email their objection by Tuesday, July 2, 2024, no later than 2:00pm, local time to: procurement@csrd.bc.ca, Attention: Dona Thiem
Contractors objecting must provide specific reasons for their objection. The Contractors ability to provide services of the same or better quality, price and within the required time frame will be the key criteria with regard to the consideration of Contractors objections.
- Construction of 49.15 KM – 50.4 KM of the Shuswap North Okanagan Rail Trail within the City of Armstrong and District of Spallumcheen – specifically:
- Mobilization, Layout Survey, Temporary Facilities, Environmental Mitigation
- Archaeological Impact Assessments
- Construction of new trail and fencing adjacent to the active CP Rail line
- Trail Surface Gravels – includes supply, install, & prep 100 mm crushed base
- Installation of Road Crossings – includes surface, bollards, safety, signage, and flashers where designated
- Fencing and Barriers
- Wayfinding Signs and Trail Counters – install km markers, wayfinding, badge posts, etiquette, and counters
The CSRD chose to solicit a price from Yucwmenlúcwu (Caretaker of the Land) LLP – Splatsin, due to the following rationale:
- The contractor has experience performing similar work on other portions of the rail trail.
- The contractor has agreed to use their current unit rates and would be less expensive than adding it as a separate contract at a later date.
- The current and additional scope of work can be completed in approximately 2 months and in advance of a BCAT grant deadline requirement of September 30, 2024.
- The need for an additional archaeological investigation and timing around the permitting process is avoided, as the scope can be added to the existing Splatsin First Nation current permit.
- There is an existing heritage permit for the trail that belongs to the current contractor but any new contractor would be required to do their own assessment.
- This approach would put the BCAT funded project (#065OA126813) at 100% completion of the section.
- Price - Estimated contract value for this portion of work is $643,631.99 Canadian dollars, plus taxes.
