    MARIGOLD, CURRIE, AND LANG COVE ELECTRICAL UPGRADES
    CONTRACT 2023-919

    INVITATION TO TENDER


    Sealed Tenders, plainly marked on the envelope "TENDER FOR MARIGOLD, CURRIE, AND LANG COVE ELECTRICAL UPGRADES, CONTRACT  2023-919” will be received by Shari McCreesh, Purchaser, Integrated Water Services of the Capital Regional District at their offices at 479 Island Highway up to 2:00 pm local time on March 27, 2024, at which time they will be opened in private.

    The works to be constructed under this Contract generally include, but is not limited to, the following:

     Part A – MARIGOLD PUMP STATION
    The Marigold Pump Station is located at 901 Marigold Road, Victoria BC. A summary of the work includes:
    • Replacement of the primary service transformer with a BCH Secondary Service.
    • Replacement of entire 480V distribution with a 600V distribution. This includes Service Entry Distribution, all conductors, system distribution, transformers, rewinding/replacement of site 480Vac motors to 600Vac, replacement of 480Vac valve actuators with 600Vac actuators, and step-up transformers to connect ‘to remain’ 480V generators with new site distribution (including conductors, tray structure and ATS).
    • Replacement of entire site control system with three (3) PLC systems to maintain operation of the facility. This includes communication equipment and networking between the equipment.
    • Site grading and repaving at the main entrance and in front of the electrical building (following service upgrade).
    • PLC, HMI, and SCADA programming to fully automate the site and in keeping with CRD standards.
    • Testing and Commissioning of the system.
    • Maintain operation of at least one side of the station at all times during upgrades.
    • DOES NOT INCLUDE: Generator Building, Marigold Valve Chamber (less power transformer located in the main building), Storage Tanks (less controls upgrades and re-commissioning of equipment).
    • Provision Pricing to replace wire labels.
    • Pricing may be based to either replace or rewind the site motors from 480V to 600V (disclose direction taken).
    Part B – CURRIE PUMP STATION
    The Currie (Major) Pump Station is located at 2425 Currie Road, Victoria BC. A summary of the work includes:
    • Replacement of entire site control system with one (1) PLC system at the CURRIE MAJOR to maintain operation of the facility IO (including Currie Major and Currie Minor). This includes communication equipment and networking between the equipment.
    • PLC, HMI, and SCADA programming to fully automate the site and in keeping with CRD standards.
    • Testing and Commissioning of the system.
    • Maintain operation of at least two (2) Currie Major discharge pumps at all times during upgrades.
    • Maintain operation of at least two (2) Currie Minor discharge pumps at all times during upgrades.
       
    • Provisional Pricing to support VFD Upgraded (free issued equipment).
    • Provisional Pricing to replace wire labels.
    Part C – LANG COVE PUMP STATION
    The Lang Cove Pump Station is located at 680 Constance Ave, Victoria BC. A summary of the work includes:
      • Replacement of existing generator with a new generator.
      • Adding a new electrical system to the Pump Station (including Main, ATS, VFDs).
      • Replacement of entire site control system with one (1) PLC systems to maintain operation of the facility. This includes communication equipment and networking between the equipment.
      • PLC, HMI, and SCADA programming to fully automate the site and in keeping with CRD standards.
      • Testing and Commissioning of the system.
      • Maintain operation of at least two (2) discharge pumps at all times during upgrades.

    Proponents may be awarded follow-on work without a competition.

    Digital copies may be downloaded for no cost from www.crd.bc.ca/about/contracts-rfps/ after registering as a vendor and at www.bcbid.gov.bc.ca without registration. Vendors are encouraged to check BC Bid regularly for updates and not rely on e-mail notifications, as e-mail is inherently unreliable and subject to interruptions.

    The lowest or any tender will not necessarily be accepted.

    A mandatory pre-tender site meeting will be held at 901 Marigold Road, Victoria BC at 9:00 am, February 22, 2024. After the Safety Orientation and pre-tender meeting, Tenderers will then be taken to the two additional facility locations to ensure that they have satisfied themselves of the project requirements and of every condition that could affect the execution of the work. Tenderers are encouraged to make enquiries to satisfy themselves of the work requirements.
