In June 2023, BCFSA issued a competition notice for an Azure Data Development consultant for it’s CUDIC PAID Project.
The CUDIC PAID (Payment Assessment and Insurance Determination) application is BCFSA's proprietary payments technology solution that facilitates a timely and accurate deposit payout to ensure members of a failed credit union have prompt access to their deposits and meet their financial obligations. The solution enables CUDIC to fulfill its mandate to protect depositors by guaranteeing all eligible deposits of provincially regulated credit unions, in accordance with the Financial Institutions Act (“FIA”).
Affinity Staffing Inc. was the successful Proponent from Request for Proposal (RFP) #: ON-0002142 for Azure Data Development services for the CUDIC PAID Project. The original term was from August 21, 2023 to March 31, 2024 with three (3) options to extend for three (3) months each.
The incumbent Azure Data Development Consultant has gained significant in-depth knowledge and experience with the ongoing CUDIC PAID Project that BCFSA does not wish to lose at a critical time in the ongoing Iteration 3 of the Project. In addition, CUDIC PAID will enter operations mode at the beginning of 2025 and undergo maintenance release cycles, requiring the services of an Azure Data Development consultant while both workstreams are running concurrently. The incumbent consultant has very deep knowledge on the application's data transformation and calculation therefore BCFSA intends to extend the contract for an additional term of one (1) year with two (2) options to extend for six (6) months each at the discretion of the BCFSA to ensure the successful completion of the CUDIC PAID Project.
Notice is hereby given by the BC Financial Services Authority (BCFSA), of its intent to extend the following contract related to the CUDIC PAID Project.
Vendors wishing to object to this decision should contact Peter Mountstevens, Manager, Procurement, BC Financial Services Authority by email: Peter.Mountstevens@bcfsa.ca on or before 2:00pm local time (PST) on November 13, 2024, detailing specific reasons for their objections, proof of their capability and proven record for supplying comparable services. A Vendor's proof of ability to offer services resulting in the same or better solutions in the same time frame at lower cost will be the key criterion with regard to the consideration of Vendor objections.
