Description
Notice is hereby given by The City of Kelowna (henceforth referred to as the ‘City’) of its intent to contract with the following seven (7) suppliers, that form one Integrated Project Delivery (IPD) team, for the provision of design and construction services.
• General Contractor - Bird Construction Group
• Architect - Diamond Schmitt Architects
• Structural Engineer - WSP Canada Inc
• Mechanical Engineer - The AME Consulting Group Ltd
• Electrical Engineer - AES Engineering Ltd
• Electrical Contractor - AltaPro Electric Ltd
• Mechanical Contractor - Arpi's North In
The City has chosen not to proceed with a new competitive process because a prior public competition was conducted, through which these suppliers were selected for the design and construction of similar facilities of comparable scope and complexity. Awarding the RLAC to the same IPD team responsible for the Mission and Glenmore Activity Centres ensures consistency in design, materials, finishings, and functionality. This continuity eliminates the need for the design of a standalone facility, resulting in significant cost savings and operational efficiencies.
Additionally, leveraging the same team enables the City to maximize economies of scale in material procurement, design consistency, labour coordination, and equipment rentals, thereby reducing overall project costs. Engaging a different team would lead to substantial duplication of effort and additional administrative and management costs, including the need for a separate project manager to oversee the third facility. Maintaining the existing IPD team enhances project interoperability, minimizes risk, and ensures streamlined delivery within the approved capital plan, saving costs and improving project timelines.
