The Ministry of Environment and Parks is seeking proposals from qualified consultants to design amphibian underpasses and associated infrastructure at Ross Lake Park. This project aims to improve habitat connectivity for amphibians by providing safe passage across the park road. Currently, Western Toads and other amphibians experience road mortalities during two migration periods. Ross Lake Park is a popular destination for members of the nearby Hazelton community, who use the park for walking, picnic, bird viewing, swimming, and fishing. The scope includes designing amphibian-friendly culverts, fencing, and associated grading, as well as developing a restoration and naturalization prescription. The consultant will also be responsible for biological assessments and proposing habitat offsetting measures. The consultant will also design the upgrade of 500 meters of existing trail. Additionally, recommendations for boat launch improvements will be required.
This project is critical for protecting amphibian populations while ensuring compatibility with park operations and visitor access. The selected consultant will be experienced in both amphibian ecology, civil engineering, with previous experience working in a parks or sensitive environmental setting and previous experience solving amphibian passage issues. The selected consultant will work closely with park staff to develop a detailed design that aligns with parks requirements, ecological best practices, and regulatory requirements.
The intent is for the consultant to develop the civil design in harmony with the ecological conditions and requirements.
The contract will commence upon signing and continue for the life of the project. Site assessment and initial planning is to occur soon after contract execution, with monitoring activities occurring throughout the year. Construction is anticipated to begin in Fall 2026 following the conclusion of the summer toadlet migration.
The Ministry has a budget of $100,000 for this project for the current fiscal year (April 2025 – March 2026). Proponents are asked to provide a work plan to meet the scope and the budget for the current fiscal year. The Contractor will provide a a work plan and proposed budget for the next fiscal year towards the end of the current fiscal year based on progress.
