    Description
    The Farmers’ Information Service (FIS) works to ensure rural landowners throughout Northeastern BC (Northeast here refers to the Peace River Regional District and Northern Rockies Regional Municipality) are provided access to relevant information to manage their land and agricultural assets to mitigate business risk and maximize future economic opportunity, as it relates to interaction with the oil and gas industry.  Key themes for the FIS are information dissemination, education, client service, and collaborative approach with government agencies.
    This no-fee service is focused on support to rural landowners’ interests in respect to oil and gas developments on private property through:Gathering and disseminating information necessary for landowners to negotiate and address their concerns. Working to ensure residents have a full understanding of the relevant information and promote proactive pre-planning by residents to protect the interests of rural landowners. Providing an effective, independent, “gateway” to existing regulatory, legislated and other services that address the concerns of rural landowners with oil and gas developments. Gathering and disseminating land valuation information from existing surface lease and other access agreements as necessary background knowledge for landowners to negotiate and learn what is genuinely accepted practice for comparison purposes. Identify other services that are available to address the concerns of rural landowners with oil and gas development, including the BC Energy Regulator (BCER) mediation service, referral to a professional mediator or, as a last resort, the Surface Rights Board.The strategic role of the FIS is to be available to farmers and other landowners to discuss challenges, provide information, and advise on how to receive additional information regarding agriculture and oil and gas development.  Further, the FIS will report back to government, identifying any reoccurring issues, so that government or agencies might address these issues through policy or regulatory procedures to reduce or eliminate conflict between agriculture and the oil and gas sector.  Overall, the FIS’s mandate is to assist farmers and other landowners through problem identification, education, information sharing, and reporting back to government and government agencies through the Management Committee.
    This opportunity is from June 2025 to March 2026, with two (2) options to renew contract for a one (1) year term each.  The scope of service and geographical regions of the services may expand in the future and may be requested to provide services to farmers and landowners impacted by other energy sectors.
