Provincial Mobile Capability Study

The Province seeks proposals from qualified vendors to deliver an integrated, evidence-based analysis supporting mobile communications planning and investment across British Columbia. The project will enable informed decisions on coverage improvements, infrastructure reuse, and technology options to ensure reliable communications for public safety and essential services. The successful proponent will design and implement a data integration framework, consolidate and validate multiple datasets, and conduct spatial analysis to identify service gaps and infrastructure constraints. Key deliverables include an interoperable data schema with documentation, a validated sample dataset with metadata standards, GIS-based maps showing coverage gaps and infrastructure overlays, a technology options matrix with cost-benefit considerations, and a recommendations report highlighting priority regions and near-term opportunities. Proponents must demonstrate a rigorous methodology, experienced personnel, and strong data stewardship.
