Summary: Notice is hereby given that the Board of Education of School District No. 42 (Maple Ridge - Pitt Meadows) (the “District”) intends to award a contract to Ansatel Communications (the “Supplier”) for replacement of its existing Skype for Business-based phone system.
Background: The District’s current telephony infrastructure consists of Skype for Business servers, a FreePBX system, and a media gateway. The District operates across 32 locations, all of which require new phone hardware.
The current system suffers from several challenges such as inconsistent service across sites, complex architecture, leading to prolonged issue resolution, and frequent server restarts to maintain call functionality.
The Supplier will implement a simplified, unified communications solution that provides consistent and reliable service across all locations, supports modern features such as VoIP, collaboration tools, and seamless integration with other platforms. The Supplier will also provide new phone hardware.
Rational: The District has conducted market research, requested, and evaluated proposals from four (4) suppliers. After evaluating the different proposals, their included features, ongoing and one-time costs, and support offerings The District has concluded that the Supplier will provide the overall best value.
The Supplier offers local support, which is a significant advantage compared to other suppliers whose support teams are based in Alberta, Toronto, or India. Having support within the District’s time zone ensures faster response times and more efficient assistance. The Supplier offers flexible licensing that takes into account the unique nature of having educators and classroom phones exist as separate entities..
Contract Value: The annual licensing value for 1421 licenses is expected to not exceed $150,841 CAD plus a one-time implementation fee of $33,186 and one-time hardware costs of $12,920 which includes 322 Yealink wired phones and 136 wi-fi phones.
Suppliers wishing to object to this decision should email their objection by December 10, 2025, no later than 2:00PM, pacific time to Nathan Hearts, Manager of Procurement competitions@sd42.ca
Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources. The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.
