Notice is hereby given by the City of Vancouver (“City”) of its intent to contract with Tier 5 Systems Ltd. for the one-time supply and delivery of the following Schneider brand cooling equipment for the City's data center in the Emergency Communications for British Columbia Incorporated (E-Comm) building located at 3301 E. REASONS FOR THE DIRECT AWARD: The City is planning for a required replacement of the in-row cooling systems currently within the City’s Ice-Room data centre located inside E-Comm. The Ice-Room data centre provides critical infrastructure to multiple civic and public safety services. The current in-row cooling units have reached end-of-life, and require timely replacement to maintain system reliability and thermal efficiency. Design work has already been completed, and the specific Schneider brand products listed above meet the required technical design specifications. The manufacturer has stated that the last production run will scheduled no later than July 1, 2026, after which time a different model of in-row cooling units will be manufactured which will not fit into the required technical design specifications. The production and delivery lead time is approximately four (4) months: therefore, the City needs to place an order before June 30, 2026 in order to complete the cooling systems replacement project to minimize disruption to current operations.
This is a one-time purchase valued at approximately CAD$229,731, plus applicable taxes.
