Description
Notice of Intent to Direct Award
Construction Management Services for VGH JPS Biplane Angio System Installation Project
Project Number: 50153NOI
Vancouver Coastal Health (VCH) intends to award the contract for Construction Management Services for the VGH JPS Biplane Angio System Installation Project (50153) to CDC Construction.
The estimated value of this contract award will be $154,590.00 plus GST. VCH has chosen not to conduct a full Request for Proposal (RFP) process for the following reasons:Current Condition at VGH
VGH provides provincial-level neurointerventional services, including time-critical stroke and aneurysm procedures, and is the sole provider within VCH/PHC, requiring uninterrupted access to biplane capability. The existing system is beyond its lifecycle and at imminent risk of failure, with downtime already impacting patient care and limiting the ability to manage concurrent emergencies. There is a significant risk of service disruption, which would directly impact patient outcomes and the hospital’s ability to meet established stroke care standards. Project Familiarity & Technical Alignment
CDC is currently engaged on the adjacent IR project, providing familiarity with existing site conditions, systems, and stakeholders. This continuity enables coordinated shutdowns, reduced mobilization requirements, and improved integration between overlapping project scopes. Their continued involvement will enable technical consistency, avoids onboarding delays, and reduces the risk of design misalignment. All these are critical to meet the tight timeline. Proven Collaboration & Efficiency
CDC brings demonstrated experience in complex healthcare construction and medical imaging environments, including established working relationships with the consultant and equipment teams, supporting effective design coordination, cost transparency, and optimized project outcomes. The established relationship will streamline technical reviews and coordination, allow quicker decisions, reduce uncertainty, and limit potential change orders during construction. Compressed Design and Construction TimelineThe project is subject to a highly constrained schedule, with approximately three months allocated for design and a requirement to commence construction immediately upon room availability (target early December 2026). Early CM engagement is critical to enable concurrent planning, coordination, and procurement to meet this timeline.
Consultants may challenge this decision by sending an email to the undersigned by June 29, 2026 (10 calendar days from posting), at 15:00 local time.
Provide proof showing your ability to meet the requirements and project timeline stated in this Notice of Intent. Only challenges from Construction Management firms prequalified for acute care projects greater than $5M will be reviewed.
