Description
The Kanaka Bar Indian Band (“Kanaka Bar”) is seeking a qualified Proponent to design and construct the new Chief Spintlum Elders Lodge in Lytton, British Columbia (the “Spintlum Lodge”).
The Spintlum Lodge will be located at the site of the former St Bartholomew's Health Centre at:
575A Main Street. Lytton, BC V0K 1Z0
Interior Health Authority (IHA) owns the site/ property that will be under a Capital Lease to Kanaka Bar (25+ years).
The Spintlum Lodge has the following minimum requirements:
Objective(s):
The ultimate goals of the Spintlum Lodge are:Construct an energy efficient and climate resilient building. Create a safe and culturally appropriate place for Elders to age in place. Create a safe building according to Net Zero Carbon and FireSmart standards.Activities:
The following activities will be undertaken in order to complete the Spintlum Lodge:Obtain a Zero Carbon Building- Design certification from the Canada Green Building Council (CaGBC); Construct building according to Zero Carbon Building- Design V4 Standard and FireSmart standards; Construct spaces for 7 independent living units, 6 assisted living units, and commercial kitchen; and Install solar panels and battery energy storage system (BESS), elevator, and accessibility measures such as door handles and controls that are operable with one hand or a closed fist position. A Multi-Purpose Space (shell only) for future First Nations Health and Wellness rooms; fit out is outside of the scope/ funding of the RFP. Constructed as a Modular and/ or Prefabricated Building. Site preparation/ Repair of the Retaining Wall across the entire property.
Of note for all Bidders:The Spintlum Lodge is funded by support of the Government of Canada under a fixed capital budget. As the Spintlum Lodge is to be constructed as Modular and/ or Prefabricated, Bidders are welcome to provide alternative Designs that meet or exceed the minimum requirements. IHA has future plans to co-locate a future medical facility on the northern portion of the site/ property; Bidders are encouraged to have the unused future IHA UPCC space to be over 50% of the site/ property; the IHA building may connected to the Spintlum Lodge (e.g.; hallway) but is still in planning. In addition to Net Zero Carbon and FireSmart, BC Building Code compliance and all standard permitting requirements apply. As the Village of Lytton is under a Provincial Archaeology Permit, Kanaka Bar will be responsible for hiring a professional archaeologist and related fees; not to be included in Bidder’s pricing. Pricing should be a Class A/ B Estimate. Please refer to Attachments for Functional Program details.The Spintlum Lodge will be delivered under a progressive Design‑Build (DB) model, which comprises three distinct phases:
Phase 1 – Spintlum Lodge Development Phase (Site preparation)Remediation and repair of existing retaining wall – please see attached Structural Designs.
Phase 2 – Spintlum Lodge Development Phase (Finalization of Design)
Phase 1 involves the Proponent works collaboratively with the Kanaka Bar to:develop and refine scope; validate cost and schedule; support permitting and approvals; and
Phase 3– Design/Construction Phase
Phase 3 commences only upon the Kanaka Bar’s acceptance of the Final Spintlum Lodge design, at which point the Spintlum Lodge transitions to a stipulated price arrangement.
During this phase, the Proponent will:complete the design; and perform the construction work in accordance with the accepted Final Spintlum Lodge Design. Lock up to Occupancy
