Notice is hereby given by the Board of Education of School District No. 41 (Burnaby) (SD41), located at 4054 Norfolk Street, Burnaby, BC V5G 0C3, of its intent to directly award a contract to the following supplier for Childcare Portable Building Remediation and Renewal at Stride Avenue Community School:

This direct award is justified under the Unforeseeable Emergency provision due to urgent health, safety, and operational risks affecting an occupied childcare portable facility.
The facility is currently experiencing significant water infiltration through the building envelope, resulting in ongoing leaks, moisture intrusion, reduced energy performance, and the development of mold within the structure. These conditions present a significant risk to the health and safety of childcare occupants and staff and pose an immediate threat to the integrity of the building. Without prompt intervention, continued water penetration will accelerate deterioration of building components, increase remediation requirements, and potentially compromise the facility's suitability for occupancy.
Deferral would result in:
• Continued water intrusion and moisture damage;
• Potential expansion of mold growth and remediation requirements;
• Further deterioration of structural and building envelope components;
• Increased future repair and replacement costs;
• Ongoing energy inefficiencies and operational impacts; and
• The risk that the facility may not remain suitable for childcare occupancy and program delivery.
The recommended contractor has demonstrated experience in occupied educational and childcare facility renovations and has the expertise, resources, and immediate availability required to mobilize and complete the work within the restricted summer schedule. Engaging this contractor directly will eliminate procurement delays and ensure that the identified health, safety, and operational risks are
addressed before the facility reopens. Given the urgent and unforeseen nature of the building envelope failure, and the limited opportunity available to complete the work, a competitive procurement process would result in unacceptable delays and would materially compromise the District's ability to protect occupants, preserve District assets, and maintain continuity of childcare services.
Vendors wishing to challenge this decision must submit a detailed written objection to the attention of the undersigned by email no later than 3:00 p.m. Pacific Time on July 17, 2026.
Challenges to the proposed direct award should clearly demonstrate how the respondent can satisfy all of the requirements and timelines identified in this notice. SD41 will review and give due consideration to all objections received by the specified deadline.
